Vu Khac Nhu reviews the historical and practical reasons that normalization of relations has been delayed, such as the Vietnam war, MIA's, and frozen assets on both sides. He makes the case for a stronger relationship between the United States and Vietnam, such as business, trade, and travel rights for Vietnamese Americans.
