Description:
Pierre Baudis, mayor of Toulouse, in 1980 initiated a large-scale urban development on the site of an abandoned army barracks. The buildings are demolished, except for one that runs along the Rue de Sebastopol. Seventeen acres of vacant land was redeveloped, with 10 acres used for the gardens, inaugurated in 1983. The three sister cities of Toulouse (Elche, Kiev and Atlanta) offered sculptures. The Japanese Garden was created as part of the plan.

The teahouse was modeled after the one at the Katsura palace, 17th century, southwest of Kyoto.
