A panel of speakers discuss the role of diplomacy and intervention in foreign policy and decision making. Speakers discuss how transparent the use of secret diplomacy and covert intelligence in policy decisions should be. The panel also discusses when it is appropriate to use military intelligence, and how policy decisions should take intelligence into account. The effectiveness of current policy and the role of the media in dealing with intelligence matters are also discussed.
