The speaker explains the goals of the new constitution (1954) of Pakistan after the failure of the old (1947). It is estimated that the failure of old constitution was due to lack of proper elections, leadership, and undue interference by head of state. Whereas, the new constitution focuses on social reform and economic development, in which the system separates power between the executive and legislative branches of government. There will be a division of power amongst the executive, legislative, judiciary in attempt to foster national unity as well as solve future conflicts over issues such as: elections, budget proposals, change in amendments, and citizen equality.
